Beginning with 1984, selected codes, etc., adopted by the state of Maryland but published by bodies other than the Division of State Documents (e.g., various national codes adopted by Maryland, published by the Buildings Officials & Code Administrators International, etc.) are incorporated into the Code of Maryland regulations by reference only. This means that Maryland does not issue such codes as formal publications of the state of Maryland; instead it uses the publications in the form issued by the non-Maryland agency and affixes a label to the cover of the publication. The label includes the abbreviated title "COMAR" [Code of Maryland regulations] followed by the number of the Title, Chapter, and Section of the part of the Code of Maryland regulations that the publication now constitutes, and the title assigned the publication within the Code of Maryland regulations itself. For example, the National electrical code, published by the National Fire Protection Association and adopted by Maryland, is identified as "COMAR 05.01.03.03, Model performance code," i.e., it is considered to constitute Title 5 (Department of Economic and Community Development), Subtitle 1 (Housing and community development), Chapter 3 (Model performance code), Subsection C of the Code of Maryland regulations.
